BNSF Rail operates under a Pest Management Plan (PMP) confirmed by the BC Ministry of Environment and Climate Control Strategy, in accordance with the Integrated Pest Management Act (IPMR) and its regulations. PMP #106-0932-24-29 aims to manage vegetation—including noxious weeds and invasive plants—on ballast, rights-of-way, station grounds, yards, buildings, shops, storage areas, crossings, and bridges using integrated pest management techniques.
Methods include manual removal, trimming, mowing, brush cutting, and targeted herbicide application. Herbicide spraying is conducted annually in spring (June) and fall (September or October).
This PMP applies to BNSF properties within the New Westminster Subdivision, near White Rock, Delta, Surrey, Vancouver, and New Westminster. Experience with herbicide applications under the PMP has highlighted the need to refine treatment—particularly in areas where glyphosate (Weather Pro PCP #33653) has been solely used since 2019.
Under the IPMR, herbicides other than glyphosate require a separate Pesticide Use Permit (PUP) if applied within 10 meters of fish-bearing waters. The Ministry authorized this permit on May 8, 2025.
Starting in 2025, one of the following herbicide products may be incorporated into glyphosate applications on railroad ballast, targeting plant species that show tolerance or resistance. These may include:
-Telar (PCP #30036, chlorsulfuron)
-Banvel VM (PCP #32221, dicamba)
-Arsenal (PCP #23713, imazapyr)
-Esplanade (PCP #31333, indaziflam)
-Escort (PCP #23005, metsulfuron methyl)
-Navius (PCP #313382, aminopyralid & metsulfuron methyl)
-Torpedo (PCP #31559, flumioxazin & pyroxasulfone)
All herbicides will be applied according to label requirements. Herbicides will be applied using low-pressure boom sprayers with shrouds to minimize drift. More targeted applications (e.g., for railroad switches and material piles) will be carried out using power hoses with spray guns.
